Region I Housing

The Housing Rehabilitation Program was developed to extend the useful life of homes in rural North Dakota. The program accomplishes this by rehabilitation existing homes for low-income individuals/families. The process addresses health and safety items in need of repair.

Homebuyers Assistance and Rehab Program (HARP) assists low-income individuals who whish to purchase a home. Assistance is allocated in the form of funds for closing costs, down payment, rehabilitation, and gap financing (funds used to cover the difference between the market value and affordability).

CAP has been designated as a Community Housing Development Organization (CHDO). Housing needs are identified and funds appropriated by the Department of Housing and Urban Development. The funds are targeted to low-income housing projects such as the development of low-income rental units, rehabilitation of existing rental units or development of single family housing.

Existing projects include:

  • West View-Williston (a 16 2- bedroom unit).  West View Apartments are located at 2416 and 2426 29th Street West in Williston, ND.  There are 16-units, one fully accessible.  Rent is based on 30% of adjusted gross income.  The location includes on-site parking, laundry facility, and a playground.

  • Highland Properties-Watford City (an 11 2-bedroom unit)
  • Missouri View Heights (8 1-bedroom apartments with supportive services)
